The Société de développement des entreprises culturelles (SODEC) is a government agency reporting to Québec’s Minister of Culture and Communications. Its mission is to promote and support the development of cultural companies in Québec and abroad in the audiovisual, book, publishing, crafts, art market, music, entertainment and digital industries. It also has a mandate to preserve and enhance 32 heritage buildings that reflect Québec’s identity.

Since 1995, SODEC plays a pivotal role in supporting cultural companies in Québec. It works in tandem with Québec and federal government departments and agencies, as well as with municipal and regional partners, to stimulate the economic development of companies and maximize the benefits of its actions.
SODEC manages a range of funding programs targeting cultural companies and entrepreneurial artists and craftspeople, to meet their needs, support their development in Québec and abroad, encourage cultural entrepreneurship and stimulate innovation.

SODEC’s financial services (Banque d’affaires) provides support for cultural companies. The financing it approves meets all the financial needs of Québec companies, working in tandem with other financial partners to create long-term business ties between cultural companies and the financial community.
The purpose of SODEC’s involvement with enterprises is to:
SODEC manages seven tax assistance measures intended for cultural companies. These measures take the form of refundable tax credits designed to create jobs in Québec and support the production and promotion of Quebec works.
SODEC determines the eligibility of projects under the Act respecting the sectoral parameters of certain fiscal measures for the following refundable tax credits:
